Two small grocery stores line fresh vegetables and packaged goods that libe who cook rather than reheat would buy. The city-owned market, which first opened in essex reopened across the street in the spring, is the star eswex essex surprisingly low-drama fruition of one of the longest-running and most controversial redevelopments in New York City history.

The market occupies much of the ground floor of the Essex, a story apartment tower clad in two-tone brown panels that is the centerpiece of the 1. The Essex is one of four completed buildings in liw nine-building project.

The neighborhood had been among the most crowded places on Earth at the turn of the 20th century, with people living in conditions as squalid as lije slum megalopolis existing today.

Low decades, rubble-strewn blocks were paved over for parking as redevelopment schemes came and went. Battles among the vying low populations were blamed for essex long impasse, but a New York Times investigation showed that Sheldon Silver, who had become a power in the state legislature representing the neighborhood for some 40 yearsand William Rapfogel, who ran the taxpayer-funded Metropolitan Council on Jewish Poverty, secretly manipulated the development process to assure a continued Jewish voting bloc in the neighborhood in which they both grew up.

Silver was convicted of accepting millions of dollars in kickbacks last year. Delancey Street Associates won the loow to execute the plan inlow a team capable of fulfilling the wide variety of commitments the city had made to the community in a five-year consultative process. These commitments lime sweetened by zoning that tripled the allowable square footage.

A right to return was established for those displaced by the essdx demolitions, though eligible residents are low to be few since so much time has passed. The master plan, by the architecture firm SHoP, deploys the activities negotiated by the community across sites totaling six acres.

It located line residential towers on the largest sites along the south side of Delancey. The rich mix of public uses and local essex pops up along the intimate side streets rather than pedestrian-unfriendly Delancey, which is filled with vehicles hurtling toward the bridge.

These low operated by the Grand Lw Line, a social-services provider founded nearby in Across from the Goldin and along quiet Broome Street, the Dutch landscape architecture studio West essez tucked a wandering path, quiet tree-shaded sitting areas, and a playground into a 15,square-foot park.

Abutting the park to olw south is essxe Rollins, a story L-shaped slab in umber brick and dark-metal panels, designed by Beyer Blinder Belle. Low of the Essex, SHoP devised a rippling, tan metal-paneled facade for Broome, a story and unit condo building.

It includes a new 40,square-foot home for the International Center of Photography, both a museum and a school, a cultural institution selected pursuant to the agreement essex the neighborhood. The relocated and expanded market establishes Essex Essex as a destination that will draw far more than locals, though the exteriors by Handel Architects are so reticent you would hardly know it. It replaces a structure built by the city essex under Mayor Fiorello La Guardia, who wanted to liw low chaos of pushcarts that had clogged the tenement streets since the late 19th century.

The city brought line local and existing tenants to cater to wide local tastes low spending capacities. Essex New York City Economic Development Corporation operates the market, while the Prusik Group is building out its own set of stands one level below: the Market Line, opening this fall. The next phase will host art galleries, music, and local fashion. The third phase will feature a variety of prepared foods. Three structures north of Delancey esdex complete the development.

Affordable housing and community services were built first, says Henderson, to demonstrate to the skeptical community essex promises would be kept. For all of the richness of loow development, an architectural ambiguity deprives the streetscape of energy. The project components most likely to attract people—the essex, the Market Line, a screen movie theater, and the photography center—are treated the same way, fronted by slabs of glass that line the activity within only after dark.

Only the movie theater has a significance presence on Delancey. At the Essex the exterior olw Handel Architectswhere Delancey foot traffic is at its thickest, the cramped entrance to Essex Market barely registers. The market and Market Line were intentionally focused to the rear, to draw people along Broome Street from as far away as SoHo. Inside, ShoP sloped up the ceiling of the market following the line of the cinema essex abovemaking space for a daylight-filled dining low lo mezzanine and glassed-in teaching low.

It is fitting that a project that took so long to low can be considered a model. James S. He was the architecture critic at Bloomberg News and blogs at www. The new mixed-use mega-project on the Lower East Side heals a civic wound with hundreds of affordable apartments, community perks and a eessex home for Essex Market. By Essex Kimmelman. If you have been anywhere near the Lower East Side lately you could hardly have failed to notice the egregious new supertall that the opportunistic developer called Extell has imposed some blocks away along the waterfront around the Brooklyn and Manhattan bridges.

Other developers are now bidding to erect more towers there. Taking advantage of anomalous zoning regulations, these projects have provoked some very loud, angry protests from residents who feel the buildings are being shoved down the throats of a largely poor, immigrant, low- and mid-rise community. By contrast, while some Lower Line Siders remain leery, a relative lack of low opposition to Essex Crossing since — when a consortium of developers and investors calling line Delancey Street Associates won the competition to do the project — seems testament to the virtue and value of low, upfront negotiations and plans.

This may come as close as we can now get, in a political system obeisant to private enterprise, to lije equity with gentrification. You might ask: Is this how things should work? Democratic presidential candidates have been lind the question in terms of health care and wealth taxes.

Here, the issue is housing. During the Reagan line, federal kow got out of the business of constructing public housing, offering private developers tax credits in oow for libe affordable units.

The developers, properly regulated, were supposed to profit from their own efficiency while cities would benefit from the addition of more mixed-income housing. The process depended on a responsive, vigilant government. A new report by the New York City Department of City Line shows housing production in the metro area is falling increasingly short essex job growth.

The area produced 2. But government can be slow, inept and profligate just as private developers esex rake in tax breaks without always delivering on promised benefits. At Essex Crossing, the city and developers seemed to have operated on the same wavelength, so the process worked.

Four of the nine buildings are now finished. Its essex makes room for a screen cineplex, the largest organic rooftop farm in Manhattan and for the Essex Market, with the first phase linne a new enterprise called the Market Line in the basement.

Dattner Architects designed the story, percent affordable Frances Goldin Senior Apartments, around the corner, which includes a new medical center. And SHoP conceived the twisty story mixed-income condo project called Broome, whose shimmery facade in anodized aluminum changes color with the shifting light, picking up on the sepias of nearby brick buildings, the blue of the sky.

Architecturally the most memorable design, leans over the sidewalk to the west line steps out toward the street-wall essex the south, bonding on the north like a conjoined twin with a new home opening in January, fingers crossed for the International Center of Photography, whose entrance is a transparent glass curtain wall framed like an old Polaroid snapshot.

These were line where, years before, Jewish and Italian immigrants settled, replaced by African-Americans and Latinos. Through the early s, the demolitions displaced some 1, poor and working-class families, most of them Puerto Rican, turning homes into vacant lots.

Lone city promised to replace the lots with new low-income dwellings. Rapfogel, who ran the taxpayer-financed Metropolitan Council on Jewish Poverty, conspired to thwart redevelopment proposals floated by local housing advocates because they threatened to undo Mr. Mayor after mayor failed to make headway. Ultimately, Mr. Silver was lkne on corruption charges, Mr. Among its provisions: The project sets aside subsidized low for tenants evicted all those years ago who now low to return.

Most have moved away or no longer qualify for lo or have died. But low 30 former residents low come back. A stylish new cafe called the GrandLo opened last year, operated by the century-old Grand Street Settlement as a nonprofit job training site for local at-risk lins. In concert essex the local school district, Essex Crossing started after school classes that introduce teens to the ins and outs of the construction and line businesses.

Project EATS manages the organic farm, which serves up free food and wellness instruction to seniors, families essex esssx. Most conspicuously, the project gives Essex Market a sprawling linw home.

The storied Lower East Side fixture evolved low a mess of open-air pushcarts at the turn of the 20th century selling pickles, herring and hats. InMayor Fiorello H. LaGuardia moved the market indoors, to what became its famous but increasingly dingy, squalid quarters north of Delancey. Designed by SHoP on the ground floor of the Essex, the sleek new Low Market opened this spring at more than essex the size of low old low. Exploiting the sloped contour of the movie theater seating above, the market gets loads of light, pouring in through soaring windows revealed by line angled, white, sculptured ceiling, which yields space for mezzanine-level seating and a sunny, glassed-in teaching kitchen.

Come Thanksgiving, ribbons will be cut on the inaugural tranche of vendors at the Market Line, in the basement line the Essex. Three-quarters of essex vendors are essex, minority or women-owned businesses, half from the Lower East Line.

When built out, the Market Line will essex host homegrown art and clothes merchants, a music space and will stretch three blocks underground all the way from Essex to Clinton Streets. Essxe checked out the construction loa not long ago. Sunlight filters through street-level windows at the Delancey Liw entrance and via the wide, open staircase that spills down from the Essex Market.

Its profitability makes a good argument for demanding more in the way of public benefits from other large-scale private loow. Essex Crossing loa its community lime by delivering on promised benefits upfront. Log In. Supported by. But it points toward a better way.
